Strategic planning of the Union Parishads, Bangladesh (2010)
The goal of the Helvetas, Swiss Intercooperation’s local governance programme SHARIQUE is to contribute to the pro–poor local governance in Bangladesh. The programme includes institutional strengthening of Union Parishads (lowest tier of local governments) and Upazilla Parishads (intermediary tier of local governments); enhancing citizens’ participation in local governance; improving the coordination between these local Government Institutions, and other local governance actors. SHARIQUE’s support to the Union Parishads consist of technical as well as financial assistance in line with their own plans. The objective of the assignment was to prepare guidelines for the Union Parishads on how to prepare strategic development plans.
KEK-CDC Consultant was mandated by Helvetas, Swiss Intercooperation to
• identify the legal basis and rationale to prepare and implement the local government strategic plan
• develop a methodology for strategic planning for local governments that is consistent with the already existing planning tools and cycles
• develop guidelines for local government strategic planning
• develop guidelines for the facilitators who will assist the piloting of the Union Parishads' strategic planning
A methodology for local government strategic planning was developed in consultation with local governments, taking into account legal provisions and past experience with annual and strategic planning. The methodology and the guidelines were shared with a wide range of stakeholders and a number of Union Parishads have shown interest to pilot the methodology in their constituency.
