Moderation

Working together is an art. Moderation creates the common basis for this. It allows exchange, so that good progress can be made together, whether on the web or in "real life".
We believe that a good collaborative culture leads to a good performance. Projects and organisations are strong when people act together in a participatory way.

Whatever we do, we shape the process with our clients. We are active and attentive. This is central to us, and we care for it. We are also particularly strong online. We are happy to pass this competence on to our clients, for example by coaching event moderators or training in moderation methods.

Together with our clients, we prepare the moderation of workshops and all kinds of events, including conferences, both face-to-face and online. We work in German, English, French, Italian and Portuguese.

2017 hat der Kanton Zürich die Plattform «Gemeinden 2030» für einen ergebnisoffenen Austausch zur Zukunft der Zürcher Gemeinden initiiert. Die Plattform richtet sich an die Politik (Exekutive) und die Verwaltung. Im Rahmen von verschiedenen physischen und virtuellen Veranstaltungen denken Vertreterinnen und Vertreter der Gemeinden und des Kantons Zürich über die Zukunft der Gemeinden nach. Gemeinsam definieren sie diejenigen Themen, die prioritär anzugehen sind, um die Gemeinden für das Jahr 2030 und darüber hinaus zu stärken. Derzeit befassen sich drei Arbeitsgruppen mit den Themen «Zusammenarbeit verbessern», «Fachkräftemangel bewältigen» und «Wachstum gestalten». Seit 2022 ist zudem der Zürcher Klimadialog Teil von Gemeinden 2030. 

Der Kanton Zürich hat KEK – CDC, Dr. Kathrin Frey, beauftragt, diesen Austausch- und Zusammenarbeitsprozess als externe Projektleiterin mitzugestalten und zu moderieren. 

Die bisherigen Ergebnisse des Austauschprozesses in den Jahren 2017 bis 2022 sind durch einen Film und eine Broschüre dokumentiert. Als konkretes Ergebnis kann beispielsweise die Behördeninitiative für eine zeitgemässe dezentrale Organisation des Kantons Zürich genannt werden, welche 2021 sechs Gemeinden im Kantonsrat eingereicht haben. 

Zur Sammlung der Erfahrungen der Teilnehmenden am Prozess und zur Einschätzung, was verbessert werden könnte, hat KEK – CDC 2022 eine Online-Befragung der Teilnehmenden von Gemeinden 2030 durchgeführt. Die Befragungsergebnisse dienten der Steuergruppe von Gemeinden 2030 als Entscheidungsgrundlage für die Fortführung und Weiterentwicklung von Gemeinden 2030.

Pour profiter des synergies dans la promotion des produits locaux, la fédération "Pays Romand, Pays Gourmand" a été créée, englobant les cantons de Genève, Vaud, Valais, Fribourg, Neuchâtel, le Jura et la région du Jura bernois. Afin de développer une vision partagée pour rédiger la demande de fonds auprès de la Confédération et pour élaborer leur stratégie 2021-2024, "Pays Romand, Pays Gourmand" a fait appel aux services de KEK – CDC.

Lors d'un atelier d'une journée, les décideur.euse.s des membres de la fédération se sont réunis pour discuter des questions de gouvernance, de collaboration et de partage des fonds. Étant donné les implications financières et les divers intérêts en jeu durant cet atelier, l'équipe de KEK – CDC a utilisé plusieurs outils issus de la médiation et la gestion par consentement de sorte qu'une décision ait pu être prise sans qu'aucune objection ne subsiste. Le modérateur a également employé des techniques comme le photolangage, le carrousel et des exercices de visualisation pour favoriser une communication métaphorique et respectueuse.

Au terme de cet atelier, la fédération a réussi à développer une vision commune, créant ainsi une fondation solide pour l'élaboration de leur stratégie 2021-2024 et pour leurs futures demandes de fonds. Chez KEK – CDC, nous sommes ravi.e.s d'avoir pu accompagner "Pays Romand, Pays Gourmand" dans cette démarche et nous sommes impatients de continuer à soutenir leur développement et leurs projets ambitieux pour l'avenir.

The Donor Committee for Dual Vocational Education and Training (DC dVET) brings together four countries, namely Austria, Germany, Liechtenstein and Switzerland who have long considered dual VET to be a crucial pillar of their development cooperation strategy. Serving as a platform for expertise exchange and coordination of VET strategies, DC dVET organized a three-day workshop in Georgia, where its four members analysed the opportunities and challenges within Georgia's VET landscape. DC dVET entrusted KEK – CDC to facilitate this pivotal exchange.

During the first two days, the primary focus lay on establishing a shared understanding among the members and their implementing partners, laying the groundwork for the joint position. Employing several facilitation tools, one of the most effective being the collective mind map, participants visualized and explored their respective interpretations and concrete activities in relation to VET in Georgia. Building on this collaborative reflection and co-development process, the written joint position was presented and discussed with external partners on the third day. Key stakeholders present during this session included the Georgian Ministry of Education, the European Union delegation in Georgia, and representatives from the business sector.

The insights and outcomes derived from this enriching three-day workshop enabled the DC dVET members, their implementers, and external partners to align their initiatives and bolster their collective impact within Georgia's VET sector. Together, they are committed to promoting and enhancing vocational education and training to drive positive and sustainable change in Georgia's workforce development.

Moderation of a participatory strategic development process

In 2019, SWISSAID went through major internal changes, including changes in management and a new co-leadership of the Foundation Board. A central aspect was the collaboration between the Central Office in Switzerland and the Coordination Offices (BuCos), with particular attention paid to the autonomy granted to the BuCos. To draw up a strategic direction for the future, the organisation called on the organisational development services of KEK – CDC.

The process was resolutely participative, emphasising co-creation to enable the players involved to reach a consensual modus vivendi to which everyone could adhere. Inspired by the principles of sociocracy, a participatory mode of governance, the exercise began with a workshop involving all Head Office employees. This workshop provided an opportunity to reflect on collaboration between teams and to highlight the different forms of governance that exist within the organisation.

It also proved necessary to clarify the roles of the Board of Trustees and the SWISSAID executive, leading to a co-development workshop between the two bodies. After eight months of work, SWISSAID acquired a significant degree of autonomy and continued its organisational development within the organisation, even after the end of the mandate.

The DROSOS Foundation commissioned KEK – CDC in 2021 to accompany them in setting up a meaningful and flexible monitoring system (M&E Framework) in the thematic priority "Economic Self-Reliance" in the programme "Access to the World of Work". This included facilitation of the entire process, but also advice on M&E content and the use of the partner-centred Project Cycle Management (PCM) method Outcome Mapping. A major challenge in the process was to map the monitoring data through an IT-based M&E tool (Toladata), and to ensure the aggregation of the data and the reporting system of the different partner organisations.

Thanks to the fruitful cooperation between KEK – CDC, the DROSOS programme manager and the partner organisations, the M&E framework could be further developed in such a way that it can now be used for monitoring at outcome level and for steering the entire programme.

reFRONT Project: Analysis of the collaboration of actors in the field of border control

The evaluation of the Integrated Border Management (IBM) 2012 and the development of the IBM 2027 strategy have shown that there is room for improvement in the effectiveness and efficiency of the forms and structures of cooperation between the Confederation and the cantons. The Federal Department of Justice and Police (FDJP) and the Conference of the Directors of the Cantonal Departments of Justice and Police (CCDJP) have therefore launched a joint project called "reFRONT", which consists of four sub-projects: (1) Training, (2) Processes, infrastructure and technology, (3) Risk analysis, and (4) Policy and governance.

In collaboration with TC Consult, KEK - CDC accompanied the reFRONT project team and the main actors involved in the control of the external borders of the Schengen area in the analysis of the existing structures and processes and in the identification of the potential for improvement of the existing forms of collaboration. The accompanying work took place from September 2021 to June 2022 and was punctuated by workshops with key actors in the four sub-projects mentioned above. These collaborative workshops allowed for a joint reflection on the current situation, the challenges and opportunities encountered as well as to identify concrete initiatives for improvement.

On the basis of these workshops and an analysis of central documents, the consulting team prepared a final report in German, translated into French, detailing the results obtained. In addition to a brief analysis of the current situation and the identification of potential for improvement in support and governance processes, new forms of collaboration are highlighted and recommendations for their implementation are formulated.

In 2018, Migros Culture Percentage launched the initiative and activities of conTAKT-museum with the aim of Swiss museums facilitating encounters between people with and without a refugee background, thus creating a welcoming culture.

To this end, conTAKT-museum worked with seven partner museums in German-speaking Switzerland and Ticino. In 2021, the programme came to a temporary end, as Migros Culture Percentage is implementing a new project in the field of migration due to an adjustment of its strategy.

At the end of the conTAKT-museum programme, KEK – CDC was commissioned to collect and document the experiences of the different museums in a participatory process. Together with representatives of the partner museums, the KEK – CDC team realised a process of participatory reflection and capitalisation of experiences. Through this process, the experiences in the individual museums were processed and meaningfully documented. Several workshops were held to reflect on what has been achieved, and a co-creative discussion took place on the challenges, approaches to solutions and success factors of the individual projects and the overarching approach. National Exchange in Vocational Education and Training: programme development and feasibility study

Movetia, the National Agency for Exchange and Mobility, launched a National Exchange in Vocational Education and Training (NABB) in spring 2022. This programme contributes to the goal of the Confederation and the cantons aiming for all young people in Switzerland to participate in a longer-term exchange at least once during the course of their education.

KEK - CDC supported Movetia in the development of this programme and conducted a feasibility study. The development of the NABB was carried out with the involvement of the network partners. To this end, Movetia formed a programme development group with network partners and held an online event on the NABB in which interested stakeholders from VET could participate. KEK - CDC designed and moderated these two events. KEK - CDC conducted the feasibility study in parallel with the development of the NABB concept and ensured that its results could be directly incorporated into the development of the NABB. KEK - CDC also supported Movetia in the formulation of the programme document.

The "Together towards Labour Reform" project, implemented by GIZ, aims to promote labour market governance conducive to sustainable economic development, and to facilitate job creation, particularly for young people. Several components have been developed as part of this approach, including one dedicated to labour inspection, where KEK – CDC is providing support to the GIZ through an analysis of processes and assistance in organisational development.

KEK – CDC, in collaboration with Patrick Bougueliane, was asked to visit and analyse the operation of five of these centers to evaluate the working methods, processes in place and culture present within these centers. The final report was presented, discussed and validated during a participatory workshop with all the labour inspectors and the Directorate General of labour. Following this workshop, action plans and concrete roadmaps for improving the processes were drawn up.

KEK – CDC provided its analytical skills and expertise in moderating and leading workshops, complemented by our external partner's experience in labour inspection. This complementarity was made possible by our solid network of experts, with whom we work closely and frequently.

At KEK – CDC, we are proud to facilitate and contribute to the EIP-AGRI's thematic workshops, a platform where innovative initiatives are shared and disseminated to foster sustainable farming and forestry in the European Union (EU). In 2019 and 2020, we were honoured to play a pivotal role in facilitating two of these conferences.

The 2019 one-and-a-half-day workshop in Almere, the Netherlands, brought together 75 participants from 18 EU countries. Under the topic of "Cropping for the future" attendees engaged in a diverse program that included networking opportunities, interactive marketplace walls, and knowledge-sharing through insightful case study analyses. The result was the formation of trans-European working groups, fostering ongoing collaborations on innovative projects well beyond the event's conclusion. 

In 2020, we successfully hosted the conference with the captivating theme of "Healthy Soils for Healthy Europe." This online gathering was offered to more than 140 participants involved in sustainable soil management practices, including farmers, foresters, researchers, advisers and others representing innovative projects working on solutions to enhance soil health throughout the European Union, an enriching experience, equivalent to that of a physical event. By leveraging state-of-the-art tools such as virtual breakout rooms and digital whiteboards, we ensured participants could connect, learn, and network seamlessly, facilitating meaningful exchanges between all stakeholders. Facilitation of Regional Workshop on Integrated Biodiversity Management for GIZ (South Caucasus)

The biodiversity of the Caucasus is of global importance. Therefore, the Gesellschaft für Internationale Zusammenarbeit (GIZ) implemented between 2015 and 2019 a programme on Integrated Biodiversity Management (IBiS).  

As the programme ended in 2019 and the new programme “Natural resource management and safeguarding of ecosystem services for sustainable rural development” ECOserve Project takes on, GIZ commissioned KEK - CDC to design and implement the annual workshop, uniting the IBiS-teams of the three countries with around 50 participants. Goal of the workshop was the identification of success stories, failures and lessons learnt during the implementation phase of IBiS programme. 

The lively exchange of the collaborators and the critical reflection on the achievements by the 3 country teams contributed to setting-up the operation of the succeeding ECOserve programme, as well as to the end-of-phase reporting to the German development cooperation.

Every year, the approximately 40 employees of the DROSOS Foundation travel to Switzerland from DROSOS countries such as Germany, Palestine, Egypt, Morocco to hold their annual meeting.

In 2018 as well as in 2019 KEK - CDC was invited to prepare this multi-day event together with a small team consisting of the CEO and the Evaluation Manager, and then to moderate the main part of the meeting. Here, the focus is on sharing experiences on project-relevant topics as well as meeting and discussing with the Board of Trustees. 

With agile tools as well as the supporting moderation, a good mix of relevant content inputs, the exchange on important (strategic) topics as well as institutional learning could be achieved.
